Can we edit an archived program description?

In the event we get a request to edit an archived program description (for example, a Program Director would like their phone number to be removed), Ops is able to accommodate this request however it must come from the PGME and it must be approved by a Manager.

In order to make this change, Ops must make an ITG ticket, as it is not accessible otherwise.
