Process for reference letter submission if the applicant is withdrawn

If applicants have or have been WITHDRAWN from the match, when a referee tries to upload it online, the SUBMIT button is NOT there. If a referee inquires about this, tell the referee we will look into it but in the meantime to email the letter and we will upload it on their behalf. Docs will then upload it and the loop must then be closed with the referee, without giving them any information that the applicant has withdrawn.

It is important to never mention that the applicant has withdrawn.
